ULI Northwest Releases TAP Reports for Denny and Westlake Stations
ULI Northwest has published two new Technical Assistance Panel (TAP) reports in partnership with Sound Transit, offering strategic guidance on joint development opportunities at the future Denny and Westlake stations—key nodes in the Ballard Link Extension. These reports provide a roadmap for integrating transit infrastructure with high-density, mixed-use development in Seattle’s urban core.
The Denny Station TAP outlines a four-site phased development strategy, recommending a mix of affordable, workforce, and market-rate housing, along with retail and hotel uses. It emphasizes enabling investments such as structural enhancements to the station box and calls for regulatory alignment to support integrated TOD.
The Westlake Station TAP focuses on residential as the primary use of a station overbuild, citing its flexibility and lower risk. It explores innovative overbuild models, including sequential development strategies and structural integration approaches, and proposes incentives and deal structures to attract private investment. The report also highlights the opportunity to transform Westlake into a civic landmark and vibrant pedestrian corridor.
