ULI Northwest, in partnership with Sound Transit, has released a Technical Assistance Panel (TAP) report outlining recommendations for integrated transit-oriented development around the future Ballard Station. The panel identified housing—especially affordable and family-sized units—as the highest and best use across five opportunity sites, and proposed zoning changes, phasing strategies, and infrastructure planning to support development. Stakeholders emphasized preserving Ballard’s character while enhancing connectivity, walkability, and community amenities. The report encourages collaboration with the City of Seattle and further exploration of financing models to maximize long-term value and livability.
