Technical Assistance Panels
The Urban Land Institute has a long history of providing unbiased, pragmatic solutions and best practice advice on land use and sustainable development. Through ULI Northwest, nonprofit and municipal leaders have access to a unique perspective and a multidisciplinary team of real estate experts whose collective advisory guidance can only be found in one organization.
ULI Northwest’s Technical Assistance Panel (TAP) provides comprehensive and strategic advice in response to a specific land use or development assignment.

How can a TAP help your city or agency?
Technical Assistance Panels leverage the expertise of ULI Members, provide a non-partisan recommendation, and can help garner an unbiased opinion on common land use issues.
TAPs provide strategic advice to help communities, companies and organizations address key land use and real estate development issues. In addition, they provide a sounding board for cutting-edge issues in suburban and urban markets, such as infrastructure, water, building healthy places, workforce and affordable housing, and other policies.
ULI Northwest looks forward to working together to identify challenges and provide recommended solutions for complex land use planning and development projects, programs and policies for your real estate and land use issues.
How does the TAP program work?
The TAP process begins with a municipality or non-profit organization requesting TAP services on a specific issue that can be addressed by a panel of experts in one or two days.
ULI Northwest assists the sponsor in refining the scope of the assignment and convenes a panel of eight to ten ULI members with expertise and knowledge in the subject areas being addressed. The sponsor provides background information to ULI panelists prior to the panel convening. The TAP panel will then visit the subject site, hear from public and private stakeholders, and deliberate on the assigned questions. At the conclusion of the panel’s work, a presentation and PowerPoint are provided to stakeholders the same day, followed by a comprehensive, professionally printed written report.
